
MANILA – Malacañang has ordered all government agencies and encouraged local government units (LGUs) to take part in strengthening the country’s crime prevention initiatives under a newly issued policy.
Memorandum Circular (MC) No. 120, signed by Executive Secretary Ralph Recto on behalf of the President on May 21 and made public Saturday, directs national agencies to support the 2026 National Crime Prevention Program (NCPP) and calls on LGUs to extend cooperation in its implementation.
The National Police Commission (NAPOLCOM) has been designated as the lead agency for the program, working closely with the Philippine National Police, LGUs, and other partner organizations.
Under the circular, all departments, agencies, bureaus, and offices of the national government are mandated to assist in carrying out the program’s initiatives, while LGUs are encouraged to participate actively in related efforts.
The directive becomes effective immediately upon issuance.
The 2026 NCPP is a broad government strategy aimed at improving crime prevention systems and enhancing public safety nationwide. It focuses on strengthening community-based initiatives, upgrading law enforcement equipment and digital capabilities, and modernizing policing systems.
It also targets improved professionalism in law enforcement and the creation of a centralized knowledge management system for crime prevention.
A key component of the program is the enhancement of coordination among justice sector agencies, including police, prosecution services, courts, correctional institutions, and reintegration programs, to ensure a more integrated criminal justice system.
The initiative likewise promotes reforms in legislation, governance, data sharing, and institutional integrity to support more efficient public service delivery.
According to the government, the implementation of MC 120 will be funded through available allocations of NAPOLCOM and other relevant agencies.
