MANILA — The Department of Environment and Natural Resources (DENR) is seeking to strengthen the Philippines’ mineral-processing industry to generate greater economic value from its natural resources instead of relying heavily on raw ore exports.
DENR Assistant Secretary for Mining Concerns Michael Cabalda outlined the initiative during the Mining Philippines 2026 International Conference and Exhibition in Pasay City on Oct. 27.
Cabalda said the country has the mineral reserves needed to participate more actively in global supply chains but must develop its capacity to process these resources locally.
The government is promoting this direction under Executive Order No. 122, which establishes a policy framework for domestic mineral processing, value addition and industrial development.
The initiative seeks to encourage investments in industries linked to critical minerals, including nickel and materials used in batteries and clean-energy technologies.
Cabalda acknowledged that producing finished goods would take time, making the development of local processing facilities an important initial step.
He also emphasized the need for predictable regulations and respect for existing mining agreements to maintain investor confidence.
The DENR said the push for industrial development must go hand in hand with environmental protection and respect for affected communities.
Through expanded domestic processing, the government aims to create more employment opportunities, strengthen local industries and secure a larger share of the economic benefits generated by the country’s mineral wealth.
