Defense Secretary Gilberto Teodoro Jr. called for stronger ASEAN unity, expanded practical cooperation and candid dialogue among regional defense officials as he opened the 20th ASEAN Defence Ministers’ Meeting (ADMM) on Wednesday in Lapu-Lapu City, Cebu.
Chairing the meetings under the Philippines’ 2026 ASEAN Chairship, Teodoro outlined three priorities to help the regional bloc address mounting security concerns and navigate an increasingly fragmented global environment.
Anchored on the Philippine chairship theme, “Navigating our Future, Together,” his first message stressed the need to preserve ASEAN’s internal stability and unity while respecting the principles of sovereignty, territorial integrity and peaceful settlement of disputes.
Teodoro said differences among member states should not weaken regional solidarity, emphasizing that disputes, including those in the South China Sea, must be resolved through peaceful and legal means.
His second priority was strengthening practical cooperation to build trust among ASEAN defense establishments and deliver concrete benefits to their populations.
He cited progress in maritime security, the protection of critical underwater infrastructure and people-to-people exchanges. He also urged broader cooperation on food and energy security amid supply chain disruptions caused by conflicts outside the region.
Teodoro warned that an anticipated super El Niño could intensify pressures on food and water supplies, electricity and connectivity across Southeast Asia.
His third message underscored the importance of frank and open discussions among defense and military officials, particularly on threats to public safety and regional stability.
While acknowledging that public statements are shaped by national policies and diplomatic considerations, he urged participants to foster trust and candor during bilateral talks and other engagements.
