
MANILA — Malick Diouf and Elizabeth Jeanette Means have officially secured their Philippine passports, completing their journey to Filipino citizenship and becoming eligible to represent the country in international 3×3 basketball competitions.
The Samahang Basketbol ng Pilipinas (SBP) confirmed the development in a social media announcement, welcoming the pair as the newest members of the Philippine basketball family.
Diouf is being lined up for the Gilas Pilipinas men’s 3×3 squad, while Means is expected to reinforce the women’s national 3×3 program as SBP continues to expand its roster for future international events.
The federation likewise acknowledged the Office of the President, the Senate, and the House of Representatives for helping facilitate the legislation that granted citizenship to both athletes.
A former standout of the University of the Philippines Fighting Maroons, the Senegal-born Diouf played a key role in the team’s UAAP Season 84 championship run before capturing the league’s MVP award the following season.
Means, a California native, qualified for Philippine citizenship through her Filipino grandfather from Naga City, Camarines Sur, giving her the opportunity to wear the national colors.
Republic Acts No. 12318 and No. 12319, which conferred Philippine citizenship on Diouf and Means, respectively, became law on May 18, 2026.
According to SBP, the issuance of their Philippine passports represents a vital milestone as the federation continues building a stronger and more competitive Gilas Pilipinas 3×3 program for the international stage.
