MANILA — The Department of Justice (DOJ) has launched the third edition of its Manual for Prosecutors, a comprehensive guide designed to enhance the competence, professionalism, and ethical standards of government prosecutors nationwide.
Justice Secretary Fredderick A. Vida led the formal unveiling of the updated manual during a gathering attended by representatives from regional, provincial, and city prosecution offices across the country.
The revised publication replaces the previous version issued in 2017 and incorporates significant legal and procedural developments aimed at improving the efficiency and integrity of criminal prosecution in the Philippines.
Among the most notable updates is the inclusion of DOJ Circular No. 015, otherwise known as the 2024 DOJ-NPS Rules on Preliminary Investigation and Inquest Proceedings. The new rules introduce higher evidentiary standards for determining whether criminal cases should be filed in court, ensuring that prosecutions are supported by stronger factual and legal foundations.
Justice officials said the changes are intended to promote more thorough case evaluations while safeguarding the rights of all parties involved in criminal proceedings.
The manual also integrates DOJ Circular No. 028, or the 2024 DOJ-NPS Rules on Summary Investigation and Expedited Preliminary Investigation, which seeks to accelerate the resolution of cases carrying penalties of less than six years of imprisonment.
The streamlined procedures are expected to reduce case backlogs and enable prosecutors to handle less serious offenses more efficiently without compromising due process.
According to the National Prosecution Service (NPS), the updated manual serves not only as a procedural reference but also as a framework for maintaining the highest standards of professional conduct among prosecutors.
Officials emphasized that the publication reflects the DOJ’s commitment to continuous institutional reform and capacity-building within the country’s prosecution service.
“The manual is designed to ensure that prosecutors remain responsive to evolving legal requirements while upholding fairness, competence, and accountability in the performance of their duties,” the DOJ said.
The launch forms part of broader efforts by the DOJ to modernize the criminal justice system and improve public confidence in law enforcement and prosecution processes.
With the updated guidelines now in place, prosecutors nationwide are expected to apply more consistent standards in case assessment, investigation, and court proceedings, contributing to a more efficient and equitable administration of justice.
The DOJ expressed optimism that the revised manual will help strengthen the quality of prosecution services and reinforce the government’s goal of delivering timely and impartial justice to all Filipinos.
