
MANILA — The National Authority for Child Care (NACC) has undergone a leadership change following the appointment of Atty. Gaby Concepcion as its new Executive Director, replacing former official Janella Estrada.
The announcement was made by the agency, which confirmed Concepcion’s designation as Executive Director V, a position carrying the rank of undersecretary within the organization.
Concepcion, a lawyer by profession, is also known for her work in legal education and public communication through television. Her professional profile includes experience in governance, communications, and public service, which the agency said would support its mandate in strengthening child protection systems.
As head of the NACC, Concepcion will lead initiatives on adoption, foster care, and other forms of alternative child care. The agency operates under the Department of Social Welfare and Development and is tasked with ensuring the welfare of children needing permanent and stable family placements.
Officials said the transition comes as part of ongoing efforts to further streamline operations and improve service delivery in the country’s child welfare system.
