
MANILA — Amid growing political speculation, Commission on Elections Chairperson George Garcia assured the public that the 2028 national elections will proceed as scheduled, rejecting claims of a possible “no-election” scenario.
Garcia stressed that the Constitution leaves no room for postponing the presidential elections, saying the conduct of polls in 2028 is a legal obligation.
“There will be elections in 2028. The Constitution mandates it,” Garcia said Wednesday.
According to the Comelec chief, the poll body is already laying the groundwork for the next electoral exercise even if it is still two years away.
He said preparations now include reviewing election automation systems, updating voter registration procedures, and drafting policies and operational guidelines for the upcoming polls.
Garcia also clarified that the Comelec sees no reason to create contingency plans for a “no-el” situation because elections are certain to happen.
“No law is higher than the Constitution,” he emphasized.
The statement came in response to Senator Imee Marcos’ allegations about an alleged effort to extend President Ferdinand Marcos Jr.’s stay in power by suspending the 2028 elections.
The President had previously dismissed the accusation, downplaying his sister’s claims regarding the supposed “no-el” plot.
