
MANILA – Authorities have secured 19 vehicles connected to tax cases involving the Discaya couple, the Bureau of Internal Revenue (BIR) and Bureau of Customs (BOC) said Wednesday.
According to the BIR, 15 of the vehicles registered to Pacifico “Curlee” Discaya II and Cezarah Rowena “Sarah” Discaya were placed under constructive distraint. This means the government has taken steps to safeguard the assets while tax issues are being investigated.
Another four vehicles were placed under constructive seizure due to a separate tax assessment against St. Gerrard Construction General Contractor & Development Corporation, which is currently undergoing collection proceedings.
BIR Commissioner Charlito Martin Mendoza said the agency’s actions are meant to protect government revenue while following proper legal procedures.
He also said the agency immediately enforced legal remedies under the tax code after the vehicles were released from BOC custody.
The BIR previously filed criminal tax cases against the Discayas in 2025, involving alleged liabilities of more than PHP7.18 billion. It also issued a demand for payment to their construction firm over a deficiency tax exceeding PHP998 million.
The couple and their companies have also been linked to alleged irregularities in large-scale flood control projects.
