
MANILA — In a bid to enhance institutional efficiency and service delivery, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is rolling out a three-year development agenda that aligns policies, budgets, and programs through 2028.
Chief Minister Abdulraof “Sammy Gambar” Macacua introduced the “Mas Matatag na Bangsamoro” Agenda during the Bangsamoro Government Executive-Legislative Forum 2026 on Monday, framing it as the operational guide for the second Bangsamoro Development Plan’s remaining phase.
Executive Order 2, series of 2026, formalizes the agenda, signaling the region’s transition from the 12-point priority plan of 2023–2025 to a unified, performance-oriented governance approach.
Macacua noted that the agenda is designed to sustain ongoing reforms and elevate institutional capabilities throughout the regional government.
“The next phase of the 2nd Bangsamoro Development Plan does not start from scratch. It is a continuation and enhancement of our 12-point agenda. The ‘Mas Matatag na Bangsamoro’ Agenda will serve as the roadmap,” he said.
The agenda emphasizes five core areas: modernizing governance systems with merit-based incentives and digital solutions; accelerating economic growth through agriculture, MSMEs, and infrastructure; advancing health and education services; strengthening security and justice mechanisms; and promoting culturally grounded and faith-sensitive institutions, including Shari’ah and tribal justice systems.
Macacua stressed the need for alignment between the executive branch, parliament, and local government units to ensure programs are implemented efficiently.
“Disciplined collaboration is essential for the Bangsamoro,” he said, urging stakeholders to translate strategies into concrete outcomes.
The agenda is expected to guide BARMM’s legislative priorities, local ordinances, and budget planning, moving the region toward more coordinated and mature governance.
