
MANILA, Philippines — Authorities said Monday that the investigation involving Sen. Joel Villanueva is already nearing completion, with prosecutors now in the advanced phase of evaluating the case.
Assistant Ombudsman Mico Clavano disclosed in a radio interview that the complaint filed before the Department of Justice has progressed significantly following the submission of affidavits and supporting evidence.
Villanueva is accused of violating the Anti-Graft and Corrupt Practices Act and the Government Procurement Reform Act, as well as facing allegations of malversation through falsification of public documents, direct bribery, and corruption of public officials.
According to Justice Undersecretary Polo Martinez, a DOJ prosecution panel is currently reviewing the evidence to determine whether a prima facie case exists.
The senator submitted his counter-affidavit during his appearance before the DOJ on Jan. 26. The complaint accuses him of allegedly receiving kickbacks connected to controversial flood-control projects, claims he has firmly rejected.
Estrada complaint awaiting ruling
Clavano also revealed that the complaint against Sen. Jinggoy Estrada has been formally submitted for resolution, meaning prosecutors are now preparing their ruling on whether to file charges or dismiss the case.
The case, filed by the National Bureau of Investigation, involves allegations that several infrastructure projects in Bulacan were either substandard or never completed.
Once the DOJ reaches a decision, the findings will be forwarded to the Office of the Ombudsman. If warranted, the Ombudsman will initiate the filing of cases before the Sandiganbayan.
Flood-control probe ongoing
The Sandiganbayan earlier issued an arrest order against former senator Bong Revilla over similar charges tied to alleged irregularities in flood-control projects.
Clavano said investigators are continuing to examine additional leads and declined to reveal other personalities who may face charges.
He added that authorities have become more cautious about announcing specific timelines or naming suspects prematurely to avoid raising expectations that might not be met.
