MANILA — President Ferdinand R. Marcos Jr. has called for stronger protection and support systems for Filipino seafarers as technological changes and growing geopolitical tensions reshape the global maritime industry.
Speaking at the Philippine Maritime Convention (PhilMarCon) 2026 at The Manila Hotel on Wednesday, Marcos said advances in ship technology and digitalization are changing both maritime operations and the skills required of seafarers.
“The way we prepare and protect our seafarers must evolve with the world they sail in,” Marcos said.
He also cited the growing dangers faced by Filipino maritime workers, including armed conflicts, geopolitical tensions, attacks and other security incidents in areas where they have no role in the disputes.
“Our seafarers have found themselves caught in armed conflicts, geopolitical tensions, attacks, and other security incidents they did not create and in which they had no part,” the President said.
Some Filipino seafarers have been injured or killed while performing their duties, underscoring the need for stronger mechanisms to safeguard their welfare, he added.
Marcos said the government continues to strengthen seafarer protection measures, including compliance with the Standards of Training, Certification and Watchkeeping for Seafarers Convention and Code.
The Department of Migrant Workers also adopted the 2026 DMW Sea-Based Rules and updated Standard Employment Contracts for overseas Filipino seafarers to reinforce worker protection and accountability.
The government has also established a Seafarers’ Welfare Center offering welfare services, training, healthcare and legal assistance to seafarers and their families.
Marcos said the DMW and OWWA have likewise enhanced safeguards and emergency repatriation measures for seafarers deployed in war-risk areas.
He added that the Full-Cycle National Reintegration Program provides returning seafarers with livelihood, wellness, financial literacy and other assistance tailored to their skills and needs.
The President said Filipinos make up nearly one in five deployed seafarers worldwide, making the Philippines the leading source of maritime workers globally.
“Let us ensure that every Filipino who sails under the Philippine flag, or represents the Philippines aboard an international vessel, carries the confidence that their country stands behind them,” Marcos said.
