MANILA, Philippines — The Bureau of Internal Revenue (BIR) has expanded its Electronic Tax Clearance System (eTCS) nationwide, allowing taxpayers to apply for and obtain tax clearance certificates online without the need to visit revenue district offices.
The nationwide rollout, implemented under Revenue Memorandum Circular (RMC) No. 76-2026, now covers taxpayers registered under Revenue Regions Nos. 1 to 19.
The web-based platform enables users to complete the entire tax clearance process digitally—from filing applications and uploading documentary requirements to paying certification and documentary stamp tax fees and downloading approved certificates.
The BIR said the eTCS is designed to eliminate lengthy processing times and make government transactions more convenient for individuals, businesses, and organizations seeking tax clearance documents.
The system processes applications for Tax Clearance for Bidding Purposes, Tax Clearance for General Purposes, Tax Compliance Verification Certificates, and Delinquency Verification Reports, subject to existing BIR rules and documentary requirements.
According to the bureau, the initiative forms part of its DARES Reform Agenda, a modernization program aimed at strengthening digital governance, improving tax administration, and delivering faster and more efficient public service.
DARES stands for Digital and Data Transformation, Audit Reform and Accountability, Revenue Collection and Base Protection, Employee Empowerment and Welfare Promotion, and Service Excellence and Stakeholder Engagement.
The BIR said the expansion of the eTCS underscores its commitment to digital transformation by simplifying tax compliance and reducing face-to-face transactions, making tax-related services more accessible nationwide.
Taxpayers planning to use the platform are advised to review the eTCS User’s Manual, available through the system’s homepage, to familiarize themselves with the online application process.
The nationwide implementation is expected to enhance efficiency in the issuance of tax clearance certificates while supporting the government’s broader push toward digital public services.
