MANILA — The Philippine National Police (PNP) has thrown its support behind a proposed measure that would impose sanctions on firearm owners who fail to properly secure their weapons, particularly in homes where children are present.
PNP chief Gen. Jose Melencio C. Nartatez Jr. said responsible firearm ownership extends beyond obtaining a license and includes ensuring that guns are safely stored to prevent unauthorized access.
He stressed that while firearms may be used for legitimate self-defense and home protection, they also pose a serious danger when left unsecured, especially if minors are able to gain access to them.
According to Nartatez, the PNP welcomes congressional efforts to strengthen accountability among licensed gun owners, saying those who cannot comply with the obligations of firearm ownership should not be allowed to retain the privilege.
The police chief said the organization continues to intensify its campaign against loose firearms and supports legislative initiatives aimed at reducing gun-related accidents and preventing firearms from falling into the wrong hands.
Lawmakers are currently deliberating House Bill No. 10058, which would require gun owners living with minors to keep their firearms in tamper-resistant safes. Those who fail to comply could face civil liability as well as the suspension or revocation of their firearm licenses.
The proposal would also authorize the PNP Firearms and Explosives Office to verify compliance during routine inspections and the renewal of firearm licenses.
The bill gained renewed attention following the fatal school shooting in Tacloban City, where three students were killed and 20 others were injured, prompting calls for stricter gun storage requirements and greater accountability for negligent firearm owners.
Nartatez said the PNP stands ready to provide technical recommendations to Congress to help refine the proposed legislation, consistent with the administration’s efforts to promote responsible gun ownership and strengthen safeguards against unauthorized access to firearms.
He added that the police organization remains committed to supporting policies that protect children and the public from preventable firearm-related tragedies while ensuring that lawful gun ownership is exercised responsibly.
