MANILA — The Philippine National Police (PNP) is set to implement extensive security measures for the upcoming White Ribbon Movement rally on June 28 at the EDSA People Power Monument, anticipating a significant turnout from participants across the country.
The nationwide gathering, spearheaded by religious organizations and civil society groups under the Inter-Religious Leaders Council for National Transformation, seeks to push for electoral reforms, stronger government accountability, and intensified efforts against corruption and political dynasties.
Organizers estimate that around 10,000 people will join the event.
PNP chief Jose Melencio Nartatez Jr. said police units have been instructed to ensure that the demonstration remains peaceful and orderly while safeguarding participants and the public.
“Our primary objective is to guarantee that the White Ribbon Movement rally at the EDSA People Power Monument proceeds peacefully and without any disruption to public safety,” Nartatez said on Sunday.
The police chief directed the National Capital Region Police Office (NCRPO) and other concerned regional commands to conduct detailed security assessments around the rally site, including nearby critical facilities and infrastructure.
Authorities said security operations will also focus on minimizing disruptions to motorists, commuters, and businesses located near the protest venue.
Police officials are coordinating with local government units and relevant agencies to establish traffic management plans and crowd-control measures ahead of the event.
Nartatez emphasized that the PNP remains committed to respecting constitutional rights while maintaining public order.
He reiterated that the police force will remain nonpartisan throughout the activity and will concentrate solely on ensuring safety and security.
“While we recognize the people’s right to peaceful assembly and freedom of expression, the Philippine National Police will remain apolitical and dedicated to preserving peace and order,” he said.
All police units deployed for the event have been directed to observe maximum tolerance and strictly adhere to human rights-based policing protocols.
The PNP leadership said officers assigned to the rally will prioritize dialogue, restraint, and crowd management measures consistent with established legal standards.
According to Colin Bagaforo, the June 28 rally follows a series of anti-corruption mobilizations, including last year’s Trillion Peso March and activities held during the 40th anniversary commemoration of the EDSA People Power Revolution earlier this year.
Organizers said the White Ribbon Movement aims to sustain public engagement on governance reforms and accountability issues while promoting peaceful civic participation.
