MANILA — The Commission on Higher Education (CHED) is stepping up efforts to strengthen leadership and institutional governance in state universities and colleges (SUCs) through a new capacity-building program.
CHED implemented the Elevating Leadership and Institutional Capacity Towards Excellence in Philippine Higher Education (ELITE-PHE) on Sept. 7 to 9 in collaboration with the Development Academy of the Philippines (DAP) at its conference center in Tagaytay City.
The agency said the program is part of efforts to help Philippine higher education institutions (HEIs) keep pace with changing learner requirements, technological innovations and the needs of various industries, consistent with President Ferdinand R. Marcos Jr.’s directive.
CHED Chairperson Shirley Agrupis emphasized the responsibility of institutional leaders in turning government policies and available resources into effective programs for students and their communities.
She said while policies provide direction and frameworks offer guidance, leaders ultimately make the decisions that determine how institutions move forward.
ELITE-PHE offered three specialized training tracks covering key aspects of SUC leadership and oversight.
The tracks included an executive course for SUC presidents, a governance program for board secretaries, and a leadership development course for selected higher education officials being considered for future SUC presidency and other senior positions.
CHED reported that 87 participants attended the program, composed of SUC presidents and vice presidents, senior administrators, academics and board secretaries.
Forty CHED-DAP scholars were also selected nationwide for the Executive Leadership Development Program, a three-month course that will continue until November.
The course will concentrate on strategic leadership, institutional management and advanced governance skills to prepare participants for higher responsibilities in the higher education sector.
