
MANILA – President Ferdinand R. Marcos Jr. and Russian President Vladimir Putin are expected to meet in Kazan, Russia for high-level discussions highlighting food and energy security during the ASEAN-Russia Commemorative Summit scheduled on June 17 to 18.
According to Department of Foreign Affairs (DFA) Assistant Secretary Dominic Xavier Imperial, who is the spokesperson for ASEAN 2026 Philippines, the bilateral meeting coincides with the 50th year of diplomatic relations between Manila and Moscow.
Imperial said both leaders are likely to prioritize shared concerns on food supply stability and energy cooperation amid global economic challenges.
He noted that the discussions will also include broader international and regional issues, particularly those impacting global food and energy markets.
The meeting will be held on the sidelines of the ASEAN-Russia Commemorative Summit, where President Marcos, as ASEAN Chair, will co-lead discussions with President Putin to mark 35 years of ASEAN-Russia dialogue relations.
The DFA said the summit will review ongoing ASEAN-Russia cooperation and explore expanded collaboration in areas such as energy, trade, investment, science and technology, tourism, education, cultural exchange, and people-to-people engagement.
Imperial also confirmed that this will be Marcos’ first official visit to Russia since assuming the presidency.
He added that participating countries are expected to adopt key outcome documents, including the Kazan Declaration 2026 and the ASEAN-Russia Comprehensive Plan of Action 2026–2030, which will set the direction for future cooperation.
Aside from economic concerns, the two leaders may also discuss strengthening ties in tourism, education, science, and culture as both nations continue to expand bilateral relations.
The Philippines and Russia established diplomatic relations in 1976 and are celebrating their 50th anniversary this year.
