MANILA — President Ferdinand Marcos Jr. has ordered Congress to convene in a special session on June 17 to expedite the passage of key social protection measures in response to ongoing energy concerns and recent calamities affecting the country.
Through Proclamation No. 1318 signed on Monday, Marcos directed lawmakers to prioritize several pending bills that have already undergone substantial legislative deliberations but remain unfinished.
Among the measures slated for discussion are the proposed National Center for Geriatric Health, amendments to the Government Assistance to Students and Teachers in Private Education Act, the Assistance to Individuals in Crisis Situations Act, revisions to the Universal Access to Quality Tertiary Education Act, and the Last Mile and Geographically Isolated and Disadvantaged and Conflict-Affected Areas Schools Act.
Also included are amendments to the Masustansyang Pagkain Para sa Batang Pilipino Act, the proposed Anti-Political Dynasty Law, the Presidential Merit Scholarship Program, and other initiatives aimed at strengthening social welfare programs.
The special session will likewise enable the Commission on Appointments to act on pending nominations and appointments in the Cabinet, military establishment, and foreign service to ensure uninterrupted government operations.
In the proclamation, Marcos emphasized the urgency of addressing the needs of Filipinos affected by recent disasters, particularly families impacted by the earthquake in Mindanao. He also highlighted the importance of sustaining educational assistance, improving healthcare services for senior citizens, enhancing child nutrition programs, and expanding support for vulnerable sectors.
The President stressed that government services and legislative action must continue despite congressional recesses, underscoring the administration’s commitment to addressing pressing national concerns.
Under the 1987 Constitution, the President has the authority to call Congress into a special session whenever urgent legislative matters require immediate attention.
