MANILA — A proposed law seeks to remove examination fees for qualified indigent Filipinos hoping to become licensed professionals, in a bid to improve access to career opportunities.
Senate Bill No. 2035, also known as the Free Professional Examinations Act, was filed by Senator Erwin Tulfo, who said financial hardship continues to prevent many graduates from pursuing professional licenses.
According to Tulfo, numerous students manage to finish college but are unable to take board or bar exams due to lack of funds, forcing them into jobs that are below their qualifications.
The measure proposes exempting eligible indigent examinees from fees charged by the Professional Regulation Commission (PRC), Civil Service Commission (CSC), and even the bar examinations overseen by the Supreme Court.
Applicants will need certification from the Department of Social Welfare and Development (DSWD) to qualify for the exemption.
Tulfo emphasized that many young Filipinos already struggle with school expenses and side jobs, making it essential for the government to help them transition into their chosen professions without added financial burden.
