
MANILA – A measure extending the validity of Professional Regulation Commission (PRC) identification cards to five years has been approved on final reading by the House of Representatives, marking a step toward reduced administrative requirements for professionals.
House Bill 8876 passed with a 266–0 vote and one abstention, lengthening the current three-year validity period of Professional Identification Cards.
The bill forms part of ongoing reforms to improve efficiency in government services and lessen regulatory burdens on the public.
Under the proposed law, PRC IDs will remain valid for five years, subject to compliance with continuing professional development rules and other existing regulations.
It also requires the PRC’s ICT service to upgrade its registration and licensing systems within six months after implementation.
House leaders said the measure addresses long-standing concerns from professionals over frequent renewals and associated costs.
Majority Leader Sandro Marcos said the bill recognizes the value of professionals’ time and contributions to national development.
Leyte Rep. Ferdinand Martin Romualdez added that extending validity periods allows professionals to dedicate more energy to work, family, and public service.
