
MANILA – A suspect linked to the Senate building shooting incident in Pasay City is now in police custody, the Philippine National Police (PNP) confirmed Thursday.
PNP spokesperson Brig. Gen. Randulf Tuaño identified the arrested individual as “Mel Oragon,” 44, a resident of Camarines Norte. Police said he was found carrying live ammunition for an M15 rifle and a magazine, and is now facing multiple charges after inquest proceedings.
Authorities are also validating reports that the suspect may be affiliated with the National Bureau of Investigation (NBI), though the PNP said this remains unconfirmed pending further verification.
Tuaño said specialized units have been tasked to conduct a deeper background investigation to establish Oragon’s possible connections and involvement in the incident.
Investigators recovered spent bullet casings, magazines, and other items from the scene, but authorities have yet to establish who exactly initiated the gunfire.
Police said three armed contingents were present inside and around the Senate premises during the incident: personnel from the Senate Office of the Sergeant-at-Arms, the Police Security and Protection Group, and members of the Philippine Marines.
Authorities are also pursuing leads on at least 10 individuals who were present during the incident. Officials are determining whether they were part of a coordinated group or part of Senate personnel and staff.
All individuals involved are expected to undergo paraffin testing as part of the forensic investigation.
In a related development, the PNP has stepped up security measures at the Senate complex following reports that Sen. Vicente “Tito” Sotto III’s vehicle was attacked by protesters amid heightened political tensions.
PNP chief Gen. Jose Melencio Nartatez Jr. said authorities are treating the incident seriously and have begun reviewing CCTV footage and other evidence to identify those involved in the unrest.
He emphasized that while the right to peaceful protest is protected, any escalation into violence, threats, or property damage will be met with legal action.
