Unused 2025 Budget Funds to Be Redirected for Energy Emergency Response
MALACAÑAN, Manila — Government agencies have been instructed to review their budgets and identify unused funds that may be redirected to support the administration’s energy emergency response efforts.
Budget Secretary Rolando Toledo recently issued National Budget Circular 603, directing all departments, agencies, bureaus, state universities and colleges, and government-owned and controlled corporations to realign unobligated allocations and continuing appropriations.
Toledo said that unutilized funds under the 2025 General Appropriations Act that are no longer needed may be tapped as additional financing, provided all requirements and conditions are met. He also noted that continuing appropriations from previous years that are still valid may likewise be used.
The initiative aims to maximize government resources and strengthen fiscal discipline while ensuring a faster response to urgent energy concerns, he said.
Agencies were also reminded to implement cost-saving measures, including delaying non-essential spending, streamlining maintenance and operating expenses, and prioritizing programs with high impact.
At the same time, the circular stressed that any fund realignment must not affect the delivery of essential public services or disrupt key government projects.
