
MANILA — Senate President Pro Tempore Ping Lacson said the alleged irregularities involving flood control projects are unlikely to have been orchestrated by a single mastermind.
In a press briefing, Lacson suggested that instead of one central figure, different district or regional engineering offices may each have individuals responsible for questionable activities.
He said the pattern points to a possible network of actors within the agency, with various personnel across district offices allegedly involved in the reported anomalies.
Lacson added that it is improbable for one person to exert control over all regional directors, as well as officials of the Department of Public Works and Highways.
He also pointed out that the idea of a “mastermind” typically refers to a tightly coordinated system resembling organized crime, where commands come from a single source and are uniformly followed.
Based on the information presented so far, Lacson said responsibility cannot be pinned solely on former congressman Zaldy Co, whom some have linked to the alleged ghost flood control projects.
He urged those making accusations against a specific individual to submit concrete and verifiable evidence to the Senate investigation.
