
MANILA — After a series of seven hearings, Senate Blue Ribbon Committee Chairman Ping Lacson on Tuesday presented key evidence and a set of recommendations addressing alleged irregularities in flood control projects.
Lacson emphasized that the report is not meant to serve as a final verdict or indictment, but rather as a foundation for authorities to review the evidence, assess probable cause, and pursue appropriate legal proceedings.
“The road to full accountability is long, but we have to start somewhere. This Chairman’s Report is a decisive step forward. We owe it to the witnesses who spoke, to the experts who shared their findings, and especially to the millions of Filipinos who are left submerged every time a storm comes. We cannot let their efforts—and ours—go to waste,” he said.
He also stressed, “Kung mali ang alegasyon, the process clears them. Kung totoo, the process convicts—through due process and accountability—makukulong ang dapat makulong.”
Lacson said the proposed measures are intended to help confront long-standing flooding issues in the country, which he linked to negligence and corruption in government projects.
He further noted that families in over 30 provinces classified as highly or moderately flood-prone continue to face repeated threats to their safety, homes, and livelihoods.
