
MANILA – All government personnel are now prohibited from participating in any form of gambling, whether online or in physical establishments, under a new policy issued by the Civil Service Commission (CSC).
CSC Resolution No. 2600111 extends the ban beyond office hours, making it applicable at all times and in all locations. The move underscores the expectation that public servants uphold integrity in both their professional and personal conduct.
The restriction includes visiting casinos and similar venues, as well as engaging in online betting activities such as e-casinos, e-bingo, and e-sabong. Organizing gambling-related events is also strictly prohibited.
According to the CSC, the expanded rule aims to reinforce ethical standards and preserve public trust in government institutions.
The commission stressed that the legality of a gambling platform does not exempt employees from the ban.
The resolution takes effect 15 days after publication, with government agencies responsible for ensuring compliance. Violations may result in administrative sanctions.
The updated directive builds on a 2025 advisory that previously limited the restriction to gambling during working hours.
