MANILA, Philippines — Private schools across the country may now adopt blended learning without seeking prior approval from the Department of Education (DepEd), following a directive issued by Education Secretary Sonny Angara as part of measures to address rising energy costs during the ongoing national energy emergency.
Blended learning combines traditional face-to-face classroom instruction with remote or online learning, giving schools greater flexibility in managing class schedules while helping reduce electricity consumption and operational expenses.
Under the new policy, private schools are not required to secure approval before shifting to blended learning arrangements. However, they must notify their respective Schools Division Office (SDO) at least five days before implementing any schedule changes.
DepEd also set limits on the number of remote learning days per week: up to one day for Kindergarten to Grade 6, two days for Grades 7 to 10, and three days for Senior High School.
The department said the adjustment allows schools to better manage energy use, especially amid increased electricity costs, while maintaining continuity of learning.
Education officials noted that the shift is expected to bring both benefits and challenges. Students may gain from more flexible schedules and reduced exposure to extreme heat and possible power interruptions in schools. However, concerns remain over unequal access to gadgets and stable internet connectivity.
Teachers are likewise expected to adapt to new instructional methods and digital tools, which may increase workload but also open opportunities for professional growth and upskilling.
DepEd reiterated that student welfare and safety must remain the top priority of all schools, stressing that quality education should not be compromised regardless of the learning delivery mode.
The agency said it will continue to support schools in implementing blended learning as part of broader efforts to balance educational needs with energy conservation measures.
