Manila City Mayor Francisco “Isko Moreno” Domagoso has launched a groundbreaking program to provide free rides for commuters, shouldering the earnings of jeepney drivers amid the worsening transport crisis fueled by soaring fuel prices.
The initiative, part of Executive Order No. 14, series of 2026, aims to cushion the impact of the global oil crisis on both drivers and passengers.
The program guarantees daily income for participating jeepney drivers and operators, with the city government subsidizing operations.
Drivers can expect around ₱3,000 daily, a significant boost from the ₱200-₱500 they’re currently taking home. Over 1,400 jeepneys will participate, serving around 100,000 passengers daily across Manila and nearby areas.
“This is a band-aid solution, but it’s a start,” Domagoso said. “We can’t rely on national government help alone. We need to act now to help our drivers and commuters.”
The free ride program runs for five days across two weeks, with possible extensions. It’s a win-win: drivers earn, operators profit, gas stations benefit, and commuters ride for free.
As fuel prices continue to rise, Manila’s move sets an example for other cities to follow.
The city’s intervention highlights the need for comprehensive solutions to the transport crisis. With national aid limited, local governments must step up to ease the burden on citizens.
