MANILA — Vice Mayor Jen Capil officially took over as mayor of Porac on Monday after her father, Jaime “Jing” Capil, was placed on a 90-day preventive suspension amid a graft case connected to a Philippine Offshore Gaming Operator (POGO) in the municipality.
The Department of the Interior and Local Government, through Provincial Director Myra Soriano, confirmed that Mayor Capil was served with the suspension order last Friday. Acting Presiding Judge Josephine Advento of the Regional Trial Court in Pasig City issued the resolution on February 23.
The Presidential Anti-Organized Crime Commission brought charges against Capil, accusing him of seven counts of graft for violating the Anti-Graft and Corrupt Practices Act. The court stated that Capil allegedly gave undue benefits to Lucky South 99 Outsourcing Inc. by approving a business permit for POGO operations without legal authority.
Capil had previously maintained that the preventive suspension was excessive. He posted a P630,000 cash bond in December 2025 to secure temporary release.
Lucky South 99 operates on a 10-hectare site leased from a firm affiliated with the Grand Palazzo Royal along the Angeles City-Porac boundary. Allegations against the POGO include reports of torture, scams, and prostitution, which Capil reportedly failed to investigate.
