
MANILA – The Second Congressional Commission on Education (EDCOM 2) will continue its work until 2027 following the signing of Republic Act 12315 by President Ferdinand R. Marcos Jr., a move aimed at sustaining critical education reforms across the country.
The extension amends the original legislation (RA 11899), allowing EDCOM 2 to operate for an extra two years after its initial three-year term ended in December 2025. The commission will use this period to conduct further research, engage with stakeholders, and oversee the implementation of the National Education and Workforce Development Plans.
EDCOM 2 will collaborate with major government bodies such as the Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, Department of Social Welfare and Development, and Department of Health, ensuring that reforms are aligned with national priorities and the evolving labor market.
The commission’s responsibilities include modernizing curricula, improving teaching methods, and setting assessment systems that meet international standards. It will also focus on long-term solutions for school facilities, learning resources, and professional development programs for educators and school leaders. Additionally, EDCOM 2 is tasked with integrating new technologies like artificial intelligence, digital tools, and green innovations to future-proof Philippine education.
Funding will be sourced from the annual national budget, adhering to established auditing and allocation rules. RA 12315 becomes effective 15 days after publication in the Official Gazette or a newspaper of general circulation.
During a January 29 ceremony at Malacañan Palace, President Marcos received EDCOM 2’s comprehensive report, Turning Point: A Decade of Necessary Reform, which outlines the current state of education in the Philippines and the reforms required to enhance learning outcomes for future generations.
