
PASIG CITY – In a move to empower school leaders nationwide, the Department of Education (DepEd) has signed a landmark agreement with the Development Academy of the Philippines (DAP) and the Asian Institute of Management (AIM).
The collaboration, formalized through a memorandum of agreement on Tuesday, will roll out “EdLead 360: Public Education Leadership Lab” under the auspices of the National Educators Academy of the Philippines (NEAP).
DepEd Secretary Sonny Angara described the partnership as a critical step toward strengthening the country’s public education system through continuous professional development of its leaders.
“The initiative seeks to enhance professionalism and equip school officials with the knowledge and skills needed to make informed, evidence-based decisions,” Angara said.
Under the MOA, NEAP will implement structured leadership programs aligned with career growth. The Superintendents’ Leadership Program, in collaboration with DAP’s Graduate School of Public and Development Management, will feature an Executive Course on Leadership and Public Finance Management for Division Superintendents and Assistant Superintendents, reinforcing system-wide governance reforms.
The NEAP-AIM partnership will provide Division Chiefs and third-level officials with a Postgraduate Certificate in Literacy Reform and Education Policy Leadership, a four-week program designed for 30–35 participants. It aims to nurture strategic, future-ready leaders capable of addressing challenges in literacy and governance.
Angara also noted that the leadership training complements DepEd’s ongoing efforts to improve teacher welfare, which include better allowances, reduced administrative workloads, and professional advancement opportunities under the Expanded Career Progression program.
