MANILA — Outgoing Department of Public Works and Highways (DPWH) Secretary Vince Dizon has turned over a list of officials allegedly involved in irregularities in the agency to his successor, Giovanni Lopez, urging him to act against those implicated within the next few weeks.
Dizon handed over documents identifying the alleged “rotten apples” during a press conference on Tuesday, October 27, 2026, as the department prepares for a leadership transition.
He called on Lopez to review the list and remove officials allegedly involved in irregularities, underscoring the need to address personnel linked to questionable practices within the agency.
The turnover comes as Dizon and Lopez prepare to swap positions, with Dizon returning to the Department of Transportation (DOTr).
The allegations against the officials named in the documents have yet to be established through the appropriate investigative and administrative processes.
