MANILA — President Ferdinand Marcos Jr. has ordered a leadership reshuffle at the Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH), sending Vince Dizon back to transportation while assigning Giovanni Lopez to lead public works as the administration seeks to accelerate reforms.
Communications Secretary Lino Cayetano announced the changes on Monday, saying the move aims to deliver visible improvements in public services and institutionalize reforms beyond the current administration.
Under the new arrangement, Dizon will focus on addressing daily commuting problems, while Lopez will be responsible for strengthening safeguards and embedding reforms within the DPWH’s rules, procedures and systems.
Dizon previously headed the DOTr before Marcos transferred him to the DPWH to address corruption concerns linked to anomalous flood control projects.
Cayetano credited Dizon with opening thousands of public works projects to public scrutiny, pushing the completion of long-delayed infrastructure and advancing transparency and accountability measures.
The Palace said Lopez would build on these changes by establishing safeguards designed to ensure that reforms endure beyond the current administration.
Cayetano said the reshuffle reflects Marcos’ directive to accelerate government reforms, improve public service delivery and make government operations more responsive to citizens.
Lopez, a lawyer and certified public accountant, is expected to institutionalize the changes at the DPWH, while Dizon returns to the transportation sector to address commuting concerns.
The administration said its objective remains a government that operates faster, delivers better services and makes daily life easier for Filipinos.
