Parañaque delays NCAP restart amid system review
MANILA — Parañaque City has put off the planned return of the no-contact apprehension policy (NCAP), joining Valenzuela City in delaying the rollout while the digital traffic enforcement system undergoes further review.
Parañaque PIO chief Erelson “Erel” Cabatbat confirmed that the city’s NCAP implementation will remain suspended until the Traffic Enforcement Bureau or the office of Mayor Edwin Olivarez issues further notice.
The decision comes even as NCAP signs have been installed on lampposts along Roxas Boulevard and Seaside Drive, indicating that the policy is already in effect.
Valenzuela previously suspended its NCAP operations because of ongoing road repairs. Parañaque’s decision means 13 local government units still have yet to resume or activate the system.
Meanwhile, Manila, Muntinlupa, Quezon City and San Juan brought back NCAP on Monday, Oct. 5, following the Supreme Court’s lifting of the temporary restraining order that had stopped its implementation since 2022.
The move has generated mixed reactions from motorists, particularly over concerns about possible technical problems in the traffic enforcement system.
