THE NEED FOR A REVOLUTIONARY GOVERNMENT

Since 1949, the problems of the country have never changed — continuing poverty among our people, graft and corruption in government, massive cheating and vote-buying during elections, criminality in both the public and private sectors, no free education from elementary to the university, no free hospitalization and free medicines and medical services, high prices of goods and basic commodities and services, proliferation of illegal drugs and other illegal goods and activities, lack of needed industries, no modern agriculture, ill-equipped military and police, lack of discipline in both the public and private sectors, no love of country in both the public and private sectors, abuse of power in both the public and private sectors, no significant punishment in the judicial system, incompetent and ignorant leadership guided by personal and family interests, and greedy and ruthless political dynasties.
The period covered by this scandalous and shameless situation is seventy-seven (77) years. The problems have not diminished but have worsened through the years. Shall the people continue suffering? Shall the rich and powerful get richer while the poor get poorer? Shall we leave the problems for the next centuries to fester? The people must make a choice NOW before the social volcano erupts — the current rotten system or a revolutionary government?
Revolutionary government versus the present system: A revolutionary government can solve all these enumerated problems — not in decades but in at least two years and no more than five years. Why? Because a revolutionary government has no limiting factors like a slow and corrupt executive, legislative and judicial institutions of government.
The only limiting factors of a revolutionary government are the brains and courage of the leader — his dedication to defined visionary and revolutionary objectives, his love and undying commitment to our people and our country, his character and integrity, focused discipline and value system, and his brilliance and courage, well-defined by the late Speaker Jose “Pepito” Laurel Jr., when the man fought openly on the floor of the Batasan Pambansa against the dictator Marcos, filed an impeachment case against him, delivered daily speeches against the dictatorship, culminating in his proving almost single-handedly that Corazon Aquino won the presidential race in the snap election.
The colorful catchphrase that Speaker Pepito Laurel, then Minority Floor Leader in the regular Batasan Pambansa, used in describing the man is — “Utak sa bayag at bayag sa utak.” In English — “brains in his balls and balls in his brains.” The line should be remembered for its historic and linguistic value.
The current system cannot solve these age-old problems. It has not solved them for the last seventy-seven (77) years.
Outline of the revolutionary government (REVGOV)
It will have these characteristics:
LEAN and CLEAN: By lean is meant fewer agencies and individuals working in government. Concrete examples are the following — a unicameral Parliament with only thirty-nine (39) members, three (3) from each of the thirteen (13) states; five (5) members of the Supreme Court with limited original and appellate jurisdiction — constitutionality, validity of treaties and death penalty; abolish the Office of the Ombudsman and attach it as one of the divisions in the Ministry of Justice; abolish the SandiganBayan and make them anti-graft courts on the level of Regional Trial Courts, with only one judge in each branch; abolish the Department of Agrarian Reform and attach it as a division of the Ministry of Natural Resources and Environment.
In short, there will be a total reorganization of all departments and agencies of government — fewer people working in government but more dedicated, efficient, functional and with undying commitment to our country and our people.
CLEAN: There will be no graft and corruption in government. There will be no corruption in the private sector. The grafters and the corrupt will be in jail, but the more grave and serious ones will be sent to Hell. No need for trial for the grafters and the corrupt, but all cases of death will be decided by the Prime Minister, who assumes full responsibility.
All money and other properties of the grafters and the corrupt will be confiscated and used by the government to support social services. There will be a Ministry of Government that will take custody of all money and other properties of the grafters and the corrupt to be disposed of on orders of the PM.
