MANILA — This city’s disaster response personnel continued monitoring conditions across the capital on August 18 after heavy rains brought severe flooding to several areas the previous day as the southwest monsoon, or habagat, intensified.

Major roads were submerged, disrupting traffic and prompting the suspension of classes as a red rainfall warning remained in effect.
By Tuesday morning, however, authorities reported that all roads previously affected by flooding had become passable to all types of vehicles.

The Manila City Disaster Risk Reduction and Management Department maintained its monitoring operations across the city to track weather conditions and respond to any emerging flooding or other hazards.
The continued deployment of disaster personnel came as the city remained alert following the widespread flooding triggered by the habagat.
