MANILA — The Philippine Coast Guard (PCG) has welcomed the Senate’s approval of legislation seeking to overhaul its organizational structure, strengthen its capabilities, and improve benefits for its personnel.
The PCG described the passage of Senate Bill No. 2116, or the proposed Revised Philippine Coast Guard Law, as a major step toward building a more capable and modern maritime agency.
The Senate approved the measure on Tuesday with 19 affirmative votes and no abstentions.
Under the proposed law, the PCG would be reorganized into functional, support and technical commands, supported by 17 Coast Guard districts across the country. It would also establish clearer guidelines governing personnel ranks, appointments and promotions.
The measure calls for the creation of a Philippine Coast Guard Academy within five years. It also provides for base pay, hazard pay and other benefits aligned with the corresponding ranks in the Armed Forces of the Philippines.
Additional benefits include longevity pay, medical assistance, retirement and disability benefits, as well as survivorship assistance for families of PCG personnel who die in the line of duty.
The PCG said the legislation would enhance its ability to perform its responsibilities in maritime safety and security, law enforcement, environmental protection and safeguarding the country’s maritime interests.
Senator Raffy Tulfo, the bill’s principal sponsor, said the proposed law would provide the Coast Guard with the institutional backing and legal authority needed to protect Philippine waters.
Tulfo also emphasized the need to bring the PCG’s rank structure, career progression and compensation closer to those of the Armed Forces of the Philippines and the Philippine National Police.
Senator Lito Lapid, one of the measure’s authors, said a stronger Coast Guard is essential as its personnel are frequently deployed during emergencies and in situations involving the country’s territorial waters and sovereignty.
The PCG said the Senate vote demonstrates continued legislative support for its long-term institutional development.
