MANILA, Philippines — Former Commission on Audit (COA) official Roderick Wamil testified Monday that Vice President Sara Duterte was the only vice president and Education secretary whose confidential fund expenditures were subjected to an audit by the agency.
Speaking before the Senate on the 11th day of Duterte’s impeachment trial, Wamil, a former auditor assigned to the COA’s Audit–Intelligence and Confidential Funds Office, explained that previous vice presidents, Jejomar Binay and Leni Robredo, did not receive confidential fund appropriations, leaving nothing for the office to audit.
Wamil said that since joining the COA in 2014, Duterte was the only vice president he examined in connection with confidential funds.
He added that the same situation applied at the Department of Education, where Duterte was likewise the only secretary whose confidential fund utilization underwent an audit because her predecessors were not granted similar allocations.
The former auditor told the impeachment court that the ICFAO reviewed the disbursement of ₱500 million in confidential funds for the Office of the Vice President and ₱112.5 million for the Department of Education under Duterte, covering the audit period from 2014 to 2024.
