MANILA, Philippines — Mounting public outrage over soaring electricity bills has prompted the Senate to launch an investigation into the country’s rising power rates, with Sen. Erwin Tulfo vowing to push for reforms that would protect consumers from what he described as unreasonable and burdensome charges.
Tulfo, who chairs the Senate Committee on Energy, filed Senate Resolution No. 535, calling for an inquiry in aid of legislation into the continued increase in electricity prices and the mechanisms behind the country’s power billing system.
The senator stressed that while electric distribution utilities and power generation companies have the right to recover legitimate operating and investment costs, consumers are equally entitled to electricity rates that are fair, transparent, accurate, and reasonable.
“Power companies may recover prudent expenses necessary to ensure reliable service, but consumers deserve protection against excessive charges and must have access to effective complaint and dispute-resolution mechanisms,” Tulfo said.
He also questioned whether government agencies possess enough authority to intervene when consumers are confronted with exorbitant electricity bills or poor service from electric cooperatives.
“Is the government really powerless? If an electric cooperative consistently delivers poor service and consumers have already lost confidence in it, are we simply expected to do nothing?” Tulfo asked.
He warned that ordinary Filipinos continue to bear the weight of increasing utility expenses despite stagnant wages and rising costs of living.
“We cannot allow our countrymen to simply accept these escalating power bills. Electricity is no longer a luxury—it is a basic necessity that every Filipino should be able to afford,” he added.
The proposed Senate inquiry comes as the Department of Energy (DOE) reported that the Philippines posted the highest residential electricity rates in Southeast Asia as of June 2026, averaging P12.43 per kilowatt-hour. The high cost has been attributed to rising global fuel prices, the depreciation of the peso, and increasing generation costs, with industry analysts warning that additional rate hikes may still be forthcoming.
Tulfo vowed that the Senate energy panel would thoroughly examine the factors behind the persistent increases and identify legislative measures that could reduce electricity costs while ensuring reliable power service.
The planned investigation is expected to scrutinize pricing mechanisms, regulatory policies, generation costs, distribution charges, and the effectiveness of consumer protection measures, as lawmakers seek long-term solutions to make electricity more affordable for millions of Filipino households and businesses.
