MANILA — The Land Transportation Office (LTO) Region 11 has forged a pioneering partnership with Transcycle (Gentrade International Phils. Inc.), making the motorcycle dealership the first private dealer to join the agency’s PASADA (Promoting Accessible and Sustainable Assistance for Drivers Advancement) program aimed at expanding government services and promoting safer roads.
The collaboration was formalized through the signing of a Memorandum of Agreement (MOA) at the LTO Region 11 Sky Gym in Davao City, reinforcing the government’s drive to bring essential transportation services directly to communities through public-private cooperation.
Under the agreement, Transcycle and LTO Region 11 will conduct outreach activities and mobile service caravans offering free Theoretical Driving Courses (TDC), Student Permit applications, driver’s license renewals, and motor vehicle registration renewals, making LTO services more accessible to motorists across the region.
LTO Region 11 Regional Director Ernesto Raphael Robillo said the partnership reflects a common commitment to building a culture of responsible driving and protecting lives on the road.
“Road safety is not an accident; it is a commitment,” Robillo said, stressing that the initiative seeks to produce disciplined motorists, strengthen compliance with traffic laws, and help ensure that Filipino families can safely welcome home their loved ones after every trip.
The signing ceremony was attended by LTO Region 11 officials led by Robillo, OIC Assistant Regional Director Joel Mandaya, Administrative Division Chief Malou Narca, division chiefs, district heads, and other key personnel.
Representing Transcycle were CEO Matthew Siy Cha, COO Rubilyn Macalintal, Documentation and Records Management Head Ma. Riza Legaspi, Marketing Head Roma Ramirez, and Visayas and Mindanao Business Unit Operations Manager Gaudencio Galiza Jr.
Cha said the company views the partnership as a responsibility that goes beyond selling motorcycles.
“Selling motorcycles is easy. The greater responsibility is ensuring that every rider understands road safety and legal compliance. Through our partnership with LTO’s PASADA project, we hope to make safety education and government services more accessible to the communities we serve,” he said.
He added that the initiative represents Transcycle’s commitment to sustainable mobility by encouraging responsible riding while supporting government efforts to improve public service delivery.
The partnership underscores LTO Region 11’s continuing efforts to work with the private sector in advancing road safety, expanding public access to government services, and fostering a culture of responsible motoring among Filipino riders.
