
MANILA — Convicted former police officer Rafael Dumlao III has been transferred to the New Bilibid Prison (NBP) in Muntinlupa City after the Court of Appeals ordered his commitment to the national penitentiary, authorities said Wednesday.
Dumlao, who was earlier held at the Philippine National Police Custodial Center in Camp Crame, was moved to NBP on June 10, 2026, according to the PNP-Criminal Investigation and Detection Group (CIDG).
The CIDG said the transfer was carried out in compliance with a mittimus order issued by the Court of Appeals dated June 9, 2026.
Upon arrival at the national penitentiary, Dumlao was received by the Reception and Diagnostics Center of the Bureau of Corrections.
He was convicted in relation to the 2016 kidnapping, extortion, carnapping, and killing of South Korean businessman Jee Ick Joo, who was abducted and slain inside Camp Crame.
The Court of Appeals had earlier reversed a lower court ruling in September 2024, finding Dumlao guilty and sentencing him to reclusion perpetua without eligibility for bail.
His legal remedies were later exhausted when the Supreme Court denied his petition in June 2025, upholding the conviction.
Dumlao was arrested in Quezon City earlier this week after a reward was previously offered for his capture.
