MANILA — The administration of Manila Mayor Francisco Isko Moreno Domagoso has strongly denied any connection to a Chinese national arrested by the Bureau of Immigration for allegedly using fraudulent Philippine documents.
Manila City Administrator Eduardo Wardee P. Quintos XIV said Peter B. Zhuang has “absolutely no connection” to the current Manila City Hall administration.
Quintos pointed to former Manila City Administrator Bernardito Ang — a key official under former Mayor Honey Lacuna — as the person who should answer questions regarding any documents allegedly linked to Zhuang.
Zhuang was arrested by the Bureau of Immigration on March 30, 2026, for alleged misrepresentation and use of fake Philippine documents.
Quintos stressed that Zhuang is “not connected, affiliated, employed, engaged, or authorized” by the present Manila city government in any capacity.
He also clarified that any identification card, certification, or document supposedly issued in favor of Zhuang was done without the authority, participation, or official knowledge of the current administration.
The Manila City government further warned that it will not tolerate the unauthorized use of the names and offices of city officials or the exploitation of government institutions by foreign nationals.
Quintos added that the administration of Isko Moreno remains committed to protecting national security and upholding the Constitution.
