
MANILA, Philippines — The Senate elected Senator Alan Peter Cayetano as its new President on Monday after lawmakers approved a motion declaring all leadership positions vacant, ending the term of Senator Vicente Sotto III.
Thirteen senators supported the reorganization of the chamber’s leadership, while 10 voted against the proposal.
The leadership transition took place against the backdrop of ongoing moves in the House of Representatives related to the impeachment of Vice President Sara Duterte, a matter that may eventually be tackled by the Senate in an impeachment trial.
Before the chamber voted, Cayetano disclosed that at least 13 senators were in favor of replacing the current leadership. He also informed the body that Senator Ronald dela Rosa was already within the Senate compound and heading to the plenary hall.
Dela Rosa’s attendance drew notice because he had mostly kept away from Senate sessions since late last year amid reports of a possible International Criminal Court warrant tied to the Duterte administration’s war on illegal drugs.
During his remarks, Cayetano apologized to Sotto for being unable to speak with him earlier, citing security considerations.
He then appealed for a smooth and orderly transition under Senate rules.
Cayetano likewise commended Sotto’s leadership, describing him as a statesman despite their political differences over the years.
Sotto had held the Senate presidency since Sept. 8, 2025, during the 20th Congress.
