
MANILA – Official attendance records from the Senate of the Philippines show that Senator Ronald Dela Rosa had the highest number of absences among lawmakers during the 20th Congress.
Data released Wednesday by Senate Majority Leader Juan Miguel Zubiri indicated that Dela Rosa missed 31 of the 58 session days, attending only 27 meetings during the period.
Senate Minority Leader Alan Peter Cayetano followed with 14 absences, appearing in 20 session days based on the same report.
Some of Dela Rosa’s missed sessions occurred after reports surfaced in November 2025 about a possible arrest warrant from the International Criminal Court.
The attendance summary covers the First Regular Session of the 20th Congress from July 28, 2025, to March 18, 2026, and accounts for senators’ participation in roll calls, official travel, and documented absences.
Several senators posted flawless attendance, including Senate President Vicente Sotto III along with Jinggoy Estrada, Robin Padilla, and Joel Villanueva, who were present in all 58 session days.
Other lawmakers who logged near-perfect attendance include Risa Hontiveros, Panfilo Lacson, Zubiri, and Erwin Tulfo, each attending 56 sessions.
Meanwhile, Senator Camille Villar had 16 recorded absences, which were attributed to maternity leave.
