
MANILA, Philippines — Nicolas Torre III underscored that even his own family is not exempt from traffic regulations after revealing that his wife was cited several times for violating Metro Manila’s number coding policy.
The head of the Metropolitan Manila Development Authority shared the incident in a Facebook post, where he displayed notices issued to his wife, Patricia Jane Torre, under the government’s no-contact apprehension policy.
Torre said the violations stemmed from breaches of the Unified Vehicular Volume Reduction Program, commonly referred to as the number coding scheme, which restricts vehicles from using major roads on designated days based on license plate numbers.
The notices showed that the infractions occurred on four separate dates: Sept. 5, 2025, and Feb. 2, Feb. 13, and March 2 this year.
While addressing questions online, Torre jokingly described himself as the “general payor,” noting that he personally settled the fines even though the violations were committed by his wife.
He later posted proof of payment in the form of traffic violation clearance certificates issued on March 6. The fines totaled about ₱2,090.
Torre used the situation to reiterate that the MMDA strictly enforces traffic laws regardless of status or connections, stressing that accountability applies to all motorists.
In closing, he humorously warned his wife that another violation might lead to their vehicle being impounded.
